RPSL stands for Recruitment and Placement Services Licence is mandated by the Directorate General of Shipping in India for authorised recruiters and agents. Recruitment & Placement Services Regulations issued by the Govt of India and enforced under the Indian Merchant Shipping Act, that provides a mechanism for the protection of Indian seafarers working on Indian and foreign vessels along with the vital guarantees of their repatriation in the case of their being stranded or during such other exigencies, even when the shipowner fails to discharge the duty of repatriating the seafarers to the home port of the seaman.

India is one of the countries that supplies the world with a big number of sailors. A seafarer must check that the manning agent or company he is considering joining is legitimate, registered with DG Shipping, and has a current RPSL number. The Indian Directorate General of Shipping is responsible for the implementation of shipping policy and legislation to ensure the safety of people and ships at sea, the prevention of marine pollution, the promotion of maritime education in collaboration with the International Maritime Organization, the regulation of employment and welfare of seamen, the development of coastal shipping, the increase in shipping, the inspection and accreditation of merchant navy officers, and the supervision and control of the Indian coast guard.
